二 | 《通知》自2026年9月14日起施行。

三 | 　　《通知》内容包括：一是在更大范围内支持中小规模跨国公司开展业务。将跨国公司本外币跨境资金集中运营试点政策推广至全国，惠及更多经营主体。主办企业注册在自由贸易试验区内的，建池门槛可进一步降低，持续释放政策红利。二是便利跨国公司归集调拨本外币跨境资金。

四 | 集中成员企业外债和境外放款额度，允许跨国公司自主决定归集比例，使用同一账户管理本外币资金，实现集团层面统筹调配、成员企业层面灵活使用，鼓励优先使用本币开展业务。三是简化业务备案登记流程。
